COP 13 adopted the Bali Action Plan in 2007 and opened a negotiating process on shared vision, mitigation, adaptation, technology, and finance for long-term cooperation. It was a negotiating roadmap, not a final climate agreement or a guarantee that topics would receive equivalent resources or commitments.
