Windrush exposes the harm of “hostile environment” policy
British Empire · Law & imperial government · Migration & diaspora · Memory, reparation & restitution
Lawfully resident Caribbean people were detained, lost work and housing, or were removed after failing to prove a status the state had poorly documented. The government apologized and created status and compensation schemes; Wendy Williams’s 2020 review identified institutional ignorance of race and colonial history. Commissioner Clive Foster and rules updated in July 2026 show that redress remains open
